Lawrence P. Mayer, President/ Administrator
Prior to his retirement from the Connecticut Department of Correction (DOC) in July 2009, Lawrence P. Mayer served over the course of 36 years in a variety of senior level administrative positions to include Director of Addiction Services (16 years), Director of Community Services
(5 years) and Director of Correctional Industries (5 years). For 11 years prior to his retirement, he served as an unpaid DOC volunteer in his role as administrator of the Alpha ministry. Mr. Mayer coordinates the activities of 45 highly dedicated volunteers who provide the courses within eight prisons and the community. He is a Licensed Clinical Social Worker (LCSW), a Licensed Drug and Alcohol Counselor (LDAC), and a Certified Alcohol and Drug Counselor. He is a founder of the Connecticut Certification Board which now certifies nearly 2,000 counselors in the treatment of substance abuse and
co-occurring disorders.

Donald J. McConnell, Secretary
Donald J. McConnell is recognized as the architect of the current system of substance abuse prevention and treatment services within the State of Connecticut. Prior to coming to Connecticut, he served as the Director of Education for Discovery House in New Jersey, one of the first federally supported substance abuse treatment programs in the United States. He also held the position of Director of Addiction Services for the Connecticut Department of Correction for five (5) years. Mr. McConnell served as Executive Director of the Connecticut Alcohol and Drug Abuse Commission for over 15 years. He is past President of the National Association of State Alcohol and Drug Abuse Directors (NASADAD), a major policy advisory group for Congress in the prevention, intervention, and treatment of substance abuse.
Mr. McConnell brings organizational skills, guidance, and understanding of the importance of addressing the critical problem of substance abuse
within the offender population.
